I'm setting up my site using a template. There is a contact form/page but I don't understand how to get it to work. Can anyone help?

Hi,

There is the Send Email element, when it's placed on a page (like it is in the template), it's shown above the page, in the "non-visual" elements' bar. You can configure it there. I suggest you to consult the Wiki, there's quite some information about sending emails and other things.

Briefly, you should fix your SMTP settings as it's a "real" SMTP error that triggers this PHP error.
