I don't think you can do it, but there are relativelly simple ways around it:

1) To open existing project, you can find it and double-click its file .ope - openElement will start and open this project immediately.

2) For new projects, you can keep in a text file the full path to your projects,  like "G:/webdev/openelement/", and then copy-paste it to the "Location:" field to replace "C:/Documents and Settings/.." part. Like this you don't need to search for it every time with Browse folder.
