I have a base layer, from which all other pages inherit basic formatting and design elements. However, I want to use a different background image for different pages. I can create a base layer with a background image with transparent frames, background sliders, etc. But this won't work with individual pages, because I want the background image to be different for each page. How do I create individual pages that use the base layer with background sliders, transparent title frames, etc., but change the background image for each page?

Only one way.
Do not put the background image into the layer, put it in each page

I've tried doing that. But I need to move the image beneath the header (which has opacity). It won't let me do that by editing a page directly.

I need more details
Are you using the page header or a header made of elements on a layer? Do you know about css z-index? Let's assume that you want to use a standard menu from a common layer on many pages. What I did... Those elements I would need on all pages. That is more or less anyway mandatory. Then I crated a layer for each type of page, containing that baselayer (containing the fundamentals), and in addition containing the specific background (and everything else) for the page(s) in action. Named it similar xx_Layer to the page(s) I want it be used. Sure I have to reference that layer for each of the selected pages. Keep in mind, you could convert any normal page into a layer; be careful, not vv. Well, at least it works. :-)

Don't forget that you can have a common layer for all your pages and use specialized layers for groups of pages
Simply attach the base layor to the specialized one and attatch this one to your pages.
