Hi,

Please try to restart Windows, then launch OE as Administrator (right-click on openElement's shortcut to choose this option).

Good day

I tried.  It seems the issue is that Internet access is require to do anything at all with the software.  Why is this?

Internet access is not required, but there are many options (ex. Element Skin Cloud Library, and site templates) that are not available offline.

Please try to completely disable the network, in this case OE will launch in offline mode. If you have network connection without Internet, it may confuse OE into trying to load the online page. You need this only to create your project, then you can switch back the network and work offline with this project.

Good day

P.S. It is also possible that your firewall / antivirus  is blocking openElement, you can try to temporarily sidable it to see if it changes anything.
