How to restrict access to one user per one access?

Dear OE Team,

My webapp created by OE is working as the system software through network management.
It needs to permit the access only one user at a time.
For example, if system has 2 users: ADMIN and USER1
    - when USER1 is log on, the system blocks no more USER1 log on, but ADMIN can be logged in.
    - when USER1 and ADMIN are log in, the system blocks to access any log on.

Could you let me know how to manage or control the login session?

Hi.

First of all, it's not very easy. Then, attention for the intended logic: if ever there's a login somewhere (stuck, bug...) this user won't be able to log in at all.
