I hate these moving gifs. They destroy the impression of that page/side.
For testing how NOT to do it, it's ok, but later in real life, .. I wold immediately skip to any next side, and never ever come back.
The color combinations of the bottons are awkward.

You should use a *Layer*, to keep the layout uniform. Use the *Section* part to define a few regions.
At your obvious beginner stage it is *Base* Layer (default), but could be anything (pref based on BaseLayer).
Any new page should be based on that Layer, and *inherit* the layer.
Layers can be based on any other Layer(s).

BTW:
The code of your page http://fixed1.com/Support%20Links.htm#section2
looks strange

You should use httpS (secure transmlssion), ask your provider.
