Try to load it the 'usual way':
Start the OE,
and it should come up with the last saved project(s) (see screen shot).

If not, search for the location and a project-file extension with .ope.
Start it from that location, by clicking that .ope file.

It should run on Win-10.
But i can not testify that, because I run Win-7.
Because I don't like Win-10.

I keep an puzzled eye on OpenElements and this forum, because I can not see any movement at this time since beginning of december.

I have a similar problem. I cannot open the project file.  Message below.  I do use Onedrive and the file is synced to the cloud.  It is unlikely related, but seems to have happened after I started using one drive.

Simply to re-install the OE-programm seems not to work as expected. I had that issue a few years ago, too.

Remedy:
One has manually to remove ALL traces completely. Means the binary program AND the Settings, piece after piece.
An then to re-install the whole bundle.

Keep in mind, that this OE is NOT a sequentially arranged tool, it works as a CMS with an attached data bank. Keeping track of all modifications. As long as you do not remove all traces of such a (defective or obsolete) data bank, it will most probably not work.
The settings are not overwritten with a blank clean version at installation time. Comes in handy if the version of OE is updated, it should keep your personal settings, projects, and classes. But also meaning, that existing entries might not match the new binaries of OE.
