Best way to "rebuild" existing website with OE?

In order to start using OE to update and manage an existing website...
(The site is coded with html, php, and a little java script)

1 - Can I just load all the existing pages into a new OE project
and begin to modify each page as necessary?
or...
3 - Load one page at a time into OE and make mods as necessary?
or...
3 - Must I rebuild the entire site from scratch as a new OE project?
