What system are you running? Win-7?
I recommend to update the windows system.
Probably you have an unmatched NET Framework version.
Current/latest is 4.8 of 14.August 2019
Or some C++ redistributables missing (x86/x64) ?

You're obviously more into 'puters than myself, so I went in search.
Found it and installed.  But it's had no effect on the problem I have.
I thank you for your help and will keep searching.

This is a forum about openelement, not to educate in net oder VC.
There is plenty of information in the internet.

Yes, I do. Last update will be december, not january. Not automatically, but on my demand.
That's because I don't trust Microsoft anymore. Actually never did, but had do believe.
If they did not manage to build a safe system until now, they will never be able to. No matter which version it might be named. Windows per se can not be safe.
I rather live with an Antivirus 'watcher' (Malwarebytes free life time full version).
I only use the plain win-system including the file manager, nothing else. All work programms are from different vendors, even partly paid for.
I wish I could obtain a similar programm like OE, which runs under Linux/BSD, ...
Well, I found one, but that's far from even comparable.

You should ask Dell.

I just updated an old Toshiba LapTop to Windows 10.  I had to flask the BIOS first then ran into issues with Windows install but finally succeed.

Good luck.
